Parents or caretakers who are identified as not cooperating with child support enforcement activities for children in their care will be receiving a notice and a form they must fill out to prevent child support enforcement penalties, before DHS activates a new computer interface that is expected to impose penalties in a large number of cases

Medicaid funded nursing home residents whose doctors certify they are likely to remain in the nursing home six months or less can apply for a “Special Director” or “Olmstead” Exception to permit them to divert income to pay necessary expenses to maintain their home rather than using their income for their patient pay obligation to the nursing home. Directions for caseworkers regarding how and when to adjust beneficiaries’ patient pay amounts after an exception has been granted are now included in BEM 100, p. 9, effective May 1, 2010.

Effective December 19, 2009, the five year bar for food assistance (FAP), Family Independence Program (FIP), SSI and federal Medicaid (MA) eligibility no longer applies to Iraqi and Afghan citizens who entered the U.S. with Special Immigrant Visas rather than as refugees or asylees.

Child care aides and relative providers will have new training requirements and options. Beginning March 7, 2010, new CDC enrollees must complete a 6 hour Orientation in order to be enrolled. Existing child care aides and relative providers must complete the Orientation by September 19, 2010 or they will no longer qualify for CDC payments. Providers who complete additional, optional training will earn an additional 25 cents per hour, up to a maximum of $585 per year.
