Issue Summary:

FIA Emergency Services (ES) and State Emergency Relief (SER) payments for housing, utilities, or energy cannot be counted when determining whether an SER applicant has made "required payments" for the shelter, utility, or energy service for which the client is seeking SER.

Persons Affected:

SER applicants who have received SER (State Emergency Relief) or ES (Emergency Services) during their required payment period.

What's Happening?

Family Independence Agency (FIA) policy is clarified to ensure that payments made by SER or ES are not considered when determining whether the household has used its own resources to meet required payment amounts.
